Subimal Chandra Dey was born on May 9, 1930, in Basudevbarya village, Kanthi, Purba Medinipur district. He earned his degree in Botany and later pursued Library Science and advanced military training with the National Cadet Corps (NCC), achieving the ranks of Second Lieutenant (1963), Lieutenant (1967), and Captain (1969). He served as an officer in the 7th Bengal Battalion and later as an NCC officer and librarian at Jhargram Polytechnic (1960–1992).
A renowned horticulturist, he founded the prestigious Horticultural Arena in Jhargram, specializing in plant breeding. He developed many hybrid varieties of roses, dahlias, and hibiscus, including a notable climbing dahlia. His research in Economic Botany has been widely recognized, and his works have been published in Indian Horticulture and Indian Farming, official journals of the Indian Council of Agricultural Research (ICAR).
