He is currently serving as the Director of the HCM Rajasthan State Institute of Public Administration and the Principal Secretary (Training) for the Government of Rajasthan.

Dr. Hooja has authored over 21 books and numerous research papers and is also an editorial member for various journals. His expertise in administrative practices and his leadership in the public sector have made him a key figure in governance and training in Rajasthan.
