This study focuses on the role of Gram Panchayats in the Malwa region of Madhya Pradesh, specifically examining the districts of Jhabua, Ujjain, and Indore. These districts represent a spectrum of communities, including Scheduled Tribes (ST), Scheduled Castes (SC), and General categories, providing a comprehensive understanding of how the Panchayati Raj system operates across different social strata.
The 73rd Constitutional Amendment Act of 1993 was designed to empower villages by including them in the mainstream political framework, emphasizing "power to the people" and "development by the people." This study examines the emerging leadership within the Gram Panchayats, particularly focusing on women representatives who benefit from the 33% reservation in local governance.
Despite the transformative goals of the Act, grassroots realities fall short of expectations due to deeply ingrained social hierarchies and challenges faced by rural societies. This book highlights these gaps and offers a critical view of the progress made in terms of economic development, social justice, and peace, with particular attention to the hurdles faced by marginalized communities in achieving these goals.

About the Author
Nalini Rewadikar earned her Ph.D. from Jawaharlal Nehru University, New Delhi, in 1971. She served in the Department of Higher Education, Government of Madhya Pradesh, retiring as the Principal of a postgraduate college. Dr. Rewadikar has authored several articles and books, including a widely acclaimed work on Austrian State Treaty Negotiations. She is currently engaged in research at the Madhya Pradesh Institute of Social Science Research in Ujjain.
