About the Author

Dr. P. D. Sharma (born 1933) earned his M.P.A. (Public Administration) and Ph.D. (Political Science) from the University of Minnesota, Minneapolis, in 1967. He was a Fulbright Scholar in 1967 and served as the Head of the Department of Political Science (1986-89) and Public Administration (1975-77) at the University of Rajasthan. He has taught, researched, and conducted studies in various countries over 40 years in the fields of Public Administration and Management. Dr. Sharma was also the Director of Poddar Institute of Management, Jaipur (1989-90). He is renowned for his exceptional command of both Hindi and English languages and has been honored with the IIPA's Apple-B Award for Lifetime Achievements in recognition of his work as a committed social scientist.
