Dr. Hari Prasad Pandey, also known as Atm-aj Shree Manikarnika Pandey (Swatantra Senani), was born in Sultanpur, Uttar Pradesh. He holds an M.A. (1982) and Ph.D. (1987) from M.S. University, Baroda, where he received several honors, including the Sahitya Shashtree Gold Medal (1983) and Sahitya Acharya Gold Medal (1985). Dr. Pandey was honored by the Kanchi Kam Kotipithadhishwar in 1981 and received three Gold Medals from the Dwarka Sharda Pithathishwar in Sanskrit Elocution competitions.

He has made notable contributions to the field of Sanskrit and was a Senate Member at M.S. University, Baroda. He is currently working as a "Pradhyapak" (Professor) at the Sanskrit Mahavidyalaya under M.S. University and has served as the Principal of the Baroda Sanskrit Mahavidyalaya. Dr. Pandey was instrumental in relocating the Sanskrit Mahavidyalaya from the city to the university campus, and it was re-designated as the "Department of Traditional Sanskrit Studies."

Dr. Pandey is also the author of "A Comparative Stylistic Study of Tillyard & Kuntak."
